International Customs and Traffic Documents
The Touring and Automobile Club is the only authority that can prepare
and provide International Customs and Traffic Documents in Turkey.
Detailed information on the documents and requirements together with
the addresses of the offices providing these documents are listed on
the right column.
We suggest you visit the Touring website given below for the latest amendments.
International Driving License
This document is readily obtainable on production of an original driving
license issued by any country in the world and accompanied by two recent
photographs. The fee is: 160 YTL (160.000.000 TL). * See Note 1.
However, since the International Driving License can be issued only
for a period of one year, the original driving license produced must
be valid for at least one year on the date of demand.
For driving licenses
in foreign languages, translation is required from consulates or embassies.
International driving licenses are not valid in the country they are
issued in.
Note 1: According to the financial legislation of the state, fees for
International Driving Licenses are re-determined at the beginning of
each year. Also, according to the same legislation, the stamp fee is
reduced in cases where the applicant is applying for an International
Driving License for the second time.
In order to benefit from this reduction
the expired International Driving License should be returned to the Association,
together with the applicant's original driving license valid for at least
one year and two recent photographs). The fee is: 85 YTL (85.000.000
TL).
Note 2: International Driving Licenses are valid in most countries that
have approved the agreement on this issue. The only condition for obtaining
an International Driving License is to be a tourist in that country and
not to be a permanent resident. The USA is one of the few countries,
which did not approve this agreement. However, since individual states
are responsible for traffic in the USA, some states accept International
Driving Licenses and act tolerantly at traffic controls. Whereas other
states produce their own local driving licenses but make life easy by
not insisting on extra driving tests.
International Vehicle Document

This document is issued in foreign languages in order to establish ownership,
on request of Turkish registered vehicles travelling abroad..
Documents required:
Registration documents.
The fee is: 50 YTL (50.000.000 TL)
Temporary Entrance Card for Foreign Vehicles (Blue Card)
The following is from the website of Turkish Touring and Automobile Club.
This document is given for vehicles (such as cars, minibuses, motorcycles
and caravans), which are temporarily imported from a foreign country.
In order to benefit from this privilege:
It is compulsory for the applicant to return to Turkey, from abroad, for a
definite and temporary period from the foreign country where he/she may WORK,
UNDERTAKE RESEARCH, STUDY or IS RETIRED.
WHO CANNOT BENEFIT:
a) Employees of consulates and embassies who have 1st and 2nd class LOCAL SECRETARY
SHIPS with the Ministry of Foreign Affairs.
b) Those who were born with Turkish Citizenship but changed their nationality
by renouncing their citizenship with the consent of the Council of Ministers,
(Those with pink identity cards).
c) Those who are of Turkish origin but have foreign nationality and work in
Turkey under the provisions of Law no: 2527; as is the case with R.T.N.C. citizens.
d) Those who have a second nationality other than Turkish.
DOCUMENTS REQUIRED:
1) Foreigners who come to work in Turkey:
a) Photocopy of Work Permit from the relevant state department.
b) Proof of ownership for the car (Registration Document or invoice), If the
vehicle was purchased locally, a sale contract from the consulate together
with a photocopy of the previous owner's Registration Document, are required..
c) Caution: Fees are calculated according to the weight and age of the vehicle.
Such fees may be either in the form of CASH lodged with the bank, or in the
form of a Letter of Credit from the bank (Cash on Demand Deposit) according
to the example provided by the Association.
d) A reference letter from his/her employer, addressed to the ASSOCIATION,
and declaring the nature of his/her employment and the length of time he has
been employed. (with the signature authorization form signed by an authorized
person).
e) The request form taken from the Association (duly completed and signed by
the owner of the vehicle).
f) Residence permit, passport and driving license (with accompanying photocopies). |

2) Foreigners who come to study
a) Residence permit (to study).
b) Student certificate from the school at which he will study, addressed
to the Association.
c) Passport and driving license (with accompanying photocopies)
d) Proof of ownership for the car (Registration Document or invoice), If
the vehicle was purchased locally, a Sale Contract from the Consulate,
together with a photocopy of the previous owner's Registration Document.
e) Caution: Fees are calculated according to the weight and age of the
vehicle. Such fees may be made available either in the form of cash lodged
with the bank, or in the form of a Letter of Credit from the bank (Cash
on Demand Deposit) as per the example provided by the Association.
f) The Request Form provided by the Association, duly completed and signed
by the owner of the vehicle).
3) Foreigners who are retired to pension from abroad
a) Residence Document (Retirement will be written down on it)
b) Passport-Driving License (together with photocopies)
c) Ownership document (it will indicate to whom vehicle belongs) license
or invoice if any. Sole document from consulate general (together with
license photocopy on name of selling person)
d) Guaranty as per weight and model of vehicle: CASH or Bank's Letter of
Guaranty without UNFIXED MATURITY PERIOD in Compliance with specimen of
the Institution
e) Request Form (it will be completed and signed by owner of vehicle)
f) Pension Document issued abroad (together with translation certified
by the Public Notary)
4) Points to note carefully:
a) The Blue card (temporary entrance card for foreign vehicles) is issued
for a maximum of two years depending on the dates on work and residence
permits.
b) You are strongly advised to re-apply to the Association one month before
the card's expiry date in order not to incur a penalty.
c) Once the above procedures have been completed they cannot under any
circumstances be cancelled owing to a change of mind or plan at a later
date or even in the event of the Customs refusing the Blue Card holder
entry to Turkey at the border. Fees are non-refundable.
d) For Registration Documents which are not written in international languages,
such as: Arabic, Farsi, Chinese, or Japanese, certified translations from
the relevant country's Consulate are required.
e) As soon as a blue card (temporary entrance card for foreign vehicles)
is issued, the holder must report, immediately to the relevant Customs
Department, and then to the Traffic Department Directorate of the relevant
city.
f) In order to regain the lodged cash or the Letter of Credit from the
bank, the holder of a Blue Card must first leave the country with his vehicle.
When his/ her file has been closed at the relevant Customs point and at
the relevant Traffic Department, He/she should bring his/her Blue Card
file to the Association.

Temporary Entrance Card for Customs (Tryptique)
The following is from the website of Turkish Touring and Automobile Club.
This document is produced to permit Turkish registered vehicles to travel
abroad and it is valid for a one-year period.
In order to obtain this card, the original Registration Document of the
vehicle and a photocopy of the owner's identity card are normally sufficient.
A Proxy-ownership document witnessed by a notary is required if the car
is to be driven abroad by an individual other than the registered owner.
In the case of company cars, if the owner or an authorized company official
drives, a signature authorization document and identity card are required.
If someone other than these drives the vehicle abroad, then a Proxy-ownership
document is required in addition to the above documents.
